How large is his cage? Make is small enough that he is only able to turn around and lay down...no larger. It may be necessary to put something in there to limit the area. Having him neutered will probably have no effect on the pottying issue. There are low cost neutering programs available. Contact your aspca and they should be able to give you the information.
