How large is his cage? Make is small enough that he is only able to turn around and lay down...no larger. It may be necessary to put something in there to limit the area. If you know what time he's pooping...take out outside specifically close to those times. Mine poop on a fairly regular schedule. If he goes outside...give him a treat. I'd treat him like a puppy and take him out hourly...pick a phrase such as go potty and reward him if he goes. Eventually he will understand what you expect him to do.
Having him neutered will probably have no effect on the pottying issue. There are low cost neutering programs available. Contact your aspca and they should be able to give you the information.
