I would suspect because the breeder didn't think the dog should be bred. Limited registration doesn't prevent that from happening, it just prevents any resulting offspring from being registered w/ AKC. This breeder was looking out for the best interest of the DOG, not just taking the neccessary precautions to protect their name.
