She just needs to realize that she can trust you. She is used to having to survive on her own, and having babies makes her more defensive.
I have taken in a lot of stray cats, what I usually do is little by little try to let them come to me. I'll put food out while they are watching me, and usually they are so eager to eat that they will inch their way towards me, it can be a slow process, but once they realize you aren't going to hurt them they will come around.
