I was searching the recues on petfinder and just FELL IN LOVE with this little male Yorkie they had listed. He will need a patella surgery but that is the only issue. I have been wanting a female for a while but like I said it was love at first site

when I saw this guy and I would much rather adopt him than purchase a female.
I need advice on how to go about this though as I have never done anything like this and am not familiar with the process. He is not even located in my state and they only adopt out to pre-approved applicants with a home visit. Could they send someone from a different shelter to do my home visit or is there just no way they will let me have him? I would be willing to travel to get him if needed. Also, his foster mom said he will not be available for adoption until after he has had his surgery unless he is going to a home that has both experience in patella surgery and Yorkies. She has not answered my email about how interested I am and that I would like to fill out an application. He certainly would be taken care of here with me, I have Yorkie experience and I work from home all day. Also, I grew up with a Yorkie that had severe luxating patella and we had to pick her up just right, set her down a certain way, etc. so I am familiar with the care it requires.
I would love to give him a good home and just sit him on my lap all day long but I don't seem to be getting anywhere with the rescue and I don't want to pester them.
HELP, what do I do, I know alot of you have experience with this and I am desperate for advice. You know what it's like when you fall in love with an animal before even meeting them, I can't get this little boy out of my head
