Default Is this a behavior issue? Am I nuts?

I'm currently in Roanoke, VA, visiting my sister, who just moved here a couple months ago. Before I came, I asked her if her dogs are well socialized. She said yes, but I don't agree!

From the time we walked in the door, her Lab has continually attacked my Yorkie. It's like he's trying to dominate him completely. He knocks or holds Gus down with his enormous paws, then licks and bites him like he's playing with a stuffed animal. At first I thought maybe the Lab was just seeing my tiny boy as a toy, but a day later I saw that he's doing this with their other dog, too, another large dog! When Dog 2 is sitting quietly, the Lab grabs his ear with his teeth and pulls him across the floor! The best part is, my sister doesn't see anything wrong with this. I've heard Dog 2 yelp, so it's obviously hurting him.

I think this Lab could do with some obedience training before this becomes a lifelong behavior (he's 8 months old). Am I crazy for thinking that this dog needs to be broken of this habit?
