Default Do you think bellybands help or hinder potty training?

Hi all,
My Yorkie is 1 year old. He's still not reliably trained in the house. I've figured out his poop schedule really well, so he doesn't ever poop in the house anymore, but I can't seem to get control of the peeing. He will do really well for awhile, and then suddenly I will catch him peeing in the house several times in one day. I got tired of cleaning up spots so I started using the belly bands in the house. I still supervise him and still take him out like crazy. It seems that we have a streak of days where the pads are clean, and then a streak of days where he goes on them several times a day. I hate having him have to wear the bellybands, but I also want him to be able to run around the room with me and my children without having to worry about my carpet being ruined! What do you think about using belly bands? Any advice? I just feel like a failure in the puppy potty training area
