Actually Puppia makes larger sizes but my current stock is through Medium. My Naboo is a 15lbder & tried on a Medium & fits her with room to spare since it's adjustable. The blinking lights harness is pretty cool, there's an on & off button. I'll try to take a video of it.
I also have a regular soft harness without the lights in large pink. If your friend's doggie is a puller you may also want to check out the chokefree harnesses.
