That is a sign of moral decay in this country, in a manner of speaking. There is no reason in the world that they cannot set up animal shelters for people's pets if these people cannot afford to go find a home elsewhere to live with their pet. The collars can be labeled with the owner's name and location as well as the pet's name. I call it moral decay because you cannot only respect human life. You must respect all life on this planet.
