The proposed bill contains exemptions for licensed breeders, working dogs, show dogs, and also for dogs who may be at risk for the procedure like being too small. The owner would simply need an "intact permit":
"To get an intact permit, the owner must provide proof to local officials that any of the following six conditions exists:
5. The owner provides a veterinarian's letter stating that it is unsafe to spay or neuter the cat or dog because of the animal's age, poor health, or illness." AB 1634 Assembly Bill - Bill Analysis
