Our puppy was in the same situation. What we did was take her on long walks a few times a day if possible, and if she does the deed, say the command you want to use (go potty etc) so they learn to associate. Also, we would take her outside in the area, we want her to go, bring the pee pad she is familar with and just hang out for 20 min, if nothing, we take her back in side and repeat. If she does go, we use the same key words, say good girl, and she gets a treat. The other thing we use that worked really well is use of potty bells, each time it's time to go outside to potty, take their little paws, hit the bell, say 'go potty' and go ouside and practice, they will get the hang of it.
