Before putting the harness on let her sniff it and give her a treat. Try this a few times w/o attaching a leash. She will hopefully begin to associate the harness with something pleasant and rewarding. Once you have the harness on her for about 20 seconds give her another treat and then take it off. You may have to do this for a short time. If she will not walk with it and the leash on try sitting in front of her a few feet away holding out a treat and she will/should walk to you....praise and treat again. If she begins to shaking or sits down at any time try not to sort of comfort her with words or petting her it may only reinforce her fear of it.
