Question Runaway dog or STOLEN dog? How do you determine?

One of my close friends' dog is missing. He is a 8mo. old Beagle named Oliver. She's in distress......what is she to do if her dog was stolen?

I'm trying to do anything I can to help her. If you have ANY advice for her, let me know. But she brought up a valid question (read on).....Here's her story, in her words:


(9:53 a.m.) - Is there a difference in protocol if you think your dog has been stolen? Do you call the cops for a stolen puppy if you have nothing but minor speculations? (Like the fact that our heavy gate was open. When it's unlatched, Oliver can push it open, but I'm 99.44% sure it was latched when I left for work because we had had it open the day before for the guys who mowed the lawn for us ... but we'd latched it back to let Oliver out to use the bathroom. The gate was unlatched, but closed. No dog takes the time to close the gate while he's running out, and the wind cannot blow hard enough to close that gate without unnatural means.)

So what do I do?
