I wish I could help but the only thing I can think of is he's maybe caged too much ? Can you let him run free more ?
at 10 months - they have tons and tons of energy....it sounds like you're trying but if possible I'd let him have some more freedom ....
who ever said a puppy calms down at 10 months must have had one
laid back yorkie.
Mine are 6 & 4 and still play like they're puppies
