The condo I live in recently sent a letter around to everyone saying that if we were caught not cleaning up after our dogs, then we'd be fined $50... although there was never a board meeting to vote on this issue, so if they try to fine anyone, they can legally be taken to court.
But, since your board did vote on the issue, they can fine you per offense. Although, I don't think they can legally take your dogs away from you on your forth offence... That's like taking someone's child away because it played in someone elses lawn. Although, they could possibly have you and your dogs evicted for not following the rules.
IMO, it would probably just be best to let them do their business on your lawn and then go outside of your community for longer walks. You don't want to get into trouble because of annoying condo comandos that have nothing better to do than point out what people are doing wrong.
One question though --does anyone on your board even have a dog?? If not, that's a very biased vote and you could probably file a claim with the main condo association headquarters in your state.
