You can't just say no and expect them to turn around and find a chew toy on their own. You should reward them immediately for stopping (when they look at you after you make a loud noise) and quickly find something they can chew on and get them away from whatever they were chewing in the first place. Soon enough they'll learn what to chew and what to leave!
