That may be, but I have never heard anyone; vets included, recommending rationing water. I have always heard and believe that animals should have fresh water throughout the day.
Another thing to check for is diabetes. My son has Type 1 diabetes and one of the symptoms at onset is being very thirsty and frequent urination. I don't know if dogs have the same symptoms but they do get diabetes.
