Could it have been a mistake? I know here at work my company has accidently paid random peoples' cell phone bills a few times lol. We'd get the wrong account number and not recognize the name (or not even look... we're getting bigger so not everyone is even known anymore) and the managers would sign off on it, send it to accounting, and it would be paid. Then after a few months someone will say "hey wait a minute... who IS this person??"
