I would first be looking for another vet. Nuetering is NOT the answer, but NOT Nuetering is assuring that he won't stop marking. Sunnie did not get nuetered until he was 3 yrs old. He was marking everywhere. After nuetering, it took a while, but he has dramatically slowed down marking. VERY RARELY do I ever see him lift his leg in the house. Until he is 100% house trained, he should NOT have full access to the house. He should be kept in a small area and not allowed access until he is 100% trained. You will need to do the work to take him outside often to potty, then immediately take him back to his area if you cannot give him your undivided attention to prevent accidents. PRAISE him each and everytime he goes outside. BUT the FIRST thing I would do is get him nuetered. Once he has started marking, there is NO chance he will stop without being nuetered.
