Pixel was 8 weeks old and paper-trained when she came home with me. I've kept the pee pads going, and she's been very good with them. After she was spayed, she started having some accidents, but I figured that she was stressed and too sore to go to the pee pads regularly. A few days after, she was back to using the pee pads again, thankfully.
I recently steam-cleaned the house and now Pix is having accidents again (she's 10 months old now). She seems to prefer the top or bottom of the stairs to her pee pads. I watch her closely and when she starts circling, I take her to the pad -- but she gets upset and runs to hide under the bed instead of using the pad. She'll stay there for a while and when she finally comes out again, it's a 50-50 chance of stairs or pee pad!
What am I doing wrong here?

I don't holler at her; I just use a more stern tone, tell her "no", and that's enough to set her off, poor thing. I don't want to give her a complex! I hate to see her so wimpy and upset.
