Yikes!!!! Don't allow her to choke, Yorkies have very sensitive tracheas. You should have her in a harness not a collar. Believe me you do not want to have to deal with a collapsing trachea.

You have to train your dog not to bark and go crazy when they see or meet other dogs. This is done by keeping your dog on a short leash, telling them to sit the moment they start barking and then tell them NO or whatever command you intend to use. I use Hush when I want them to be quiet. I also use "be nice" when meeting other dogs. Bad behaviour is immediately corrected by the "sit" "hush" command. It takes practice and patience to train them. If you don't you will have an unruly dog for the rest of it's life.

Please Please take the collar off your dog and put her in a harness.
