Have you ruled out hypoglycemia? Sometimes small puppies may need a bit of nutrical if they aren't eating as much as they should. This can make them a bit shakey also. You can buy nutrical at Petsmart. It is really a great thing to keep on hand. You can also give a bit of Karo syrup if you don't have nutrical. Just put a little on your finger and let her lick it.
