i have an apartment & he runs around in the living room sometimes when i'm out there but he mostly stays in my bedroom with me. i keep his pad in the same place at all times (which is by the bathroom door in my room) and i carry him to where its at after he pees. i keep it away from where his water and food are too. i read somewhere that if you keep moving the mat around different places sometimes they get really confused and start to go wherever they want. just be sure to praise him when you place him on the mat! some puppies learn faster than others, he'll get it eventually! keep your hopes up
