Is there a doggy daycare around your house that you could take her too? My town has one that has a place for small and large dogs, so the small dogs don't get ran over.
Another option is to get her a large crate and put the potty pads on one half and her bed on the other half...and hopefully she will use it. Just make sure the bed is washable so that you can wash it.
