OH YES! They can be afraid of changing or new things in their enviorment. What you have to do is train with the "No Big Deal" attitude and show them it is no big deal and that boosts their self confidence. That's what I do anyway.
I recently bought this little Yorkie that holds a welcome sign and put it on the deck. Everytime I take Cheyenne out she growls and goes to investigate him thinking he is a strange dog on our deck! Funny, but that will pass.
Rusty went over and smelled him once and ignored him from then on.
