I have picked it up and thrown it outside for him to smell and see it next time we are out but it dosent' do anygood. So for now I am just flushing it.
Is there something that I can do or try to eliminate him from doing this all the time?

Do you confine him when you leave? Maybe you should have the puppy pads out when you aren't home?
