The one you found, was it the one with the bodice pattern and skirt pattern. It was made to fit a Chi, but can be re-sized for any dog? I had the exact same problem as you, because I had some cute material that I wanted to make dresses from. I checked to see if someone could make them for me, because the first one I tried to sew didn't work out. No help though. But if that is the free pattern that I found it is a good simple one. I had trouble re-sizing it, I decieded to take it to my local stationary store where they shrunk it down for me. You can then put it on pattern paper to make it easier. After re-sizing it to the right size I followed the directions and had really no problems, you can change it up and make them as creative as you want. So far I made two harness dresses that turned out pretty well. Since they were my first ones, there is room for improvment, I just have to remember pratice makes perfect. If thats not the pattern that you found just let me know and I'll send you the address of the one I use.
