Poor little baby! I can't believe anyone that has a Yorkie would leave it tied up outside
They are fragile little beings. Do you have any idea how old it is? Do they leave it outside during the winter too?
I had Abby and Daisy outside for a just a bit today to potty and poor Abby was panting so hard, I could tell she was miserable. She's been laying on the bed all day ever since.
I hope you can help him or her out of this situation.
