My boy went thru this phase too...which his breeders referred to as "puppy frizz." His puppy coat was coarse and fluffy so when the adult silk coat grew in it would matt with the puppy coat. Even as his hair grew long the ends would still tangle together. It was only when the puppy coat finally grew out and either broke or got cut off did his hair finally stop tangling at the ends.
CC gave you excellent advice on getting the matts out. One of the products I used to keep in the hair to prevent it from rematting was Show Sheen. Its a product used for horses but it coats the hair with almost like a protective layer which really reduces the propensity to have it matt. The only down side is that it is a bit heavy.
