Teddy only used a peepad once(we have the grass scented ones. the pug owner downstairs puts newspaper on top of her peepads. That's the only way her pug will use them. I just take teddy out every couple hours to pee(I don't give him an unlimited amount of water because he ALWAYS drinks up every bit of it then throws up if I do that). Reward with Treats and say good potty. Also make sure the peepad isn't where they eat and sleep.
