Default Pee Pee Pad/Going outside

Ever since I got Mufasa I was determined to train him to go outside to go potty. He does really well with that but of course he has accidents. I bought some pee pads and put them in my kitchen thinking maybe when he is inside and needs to go potty he'll use it. He did.

To make a long story short....we just took Mufasa outside to go potty and he just looked around (something scared him) and ran back to the door without going potty. As soon as I bring him in he starts sniffing and I KNOW he has to potty so my son put down a pee pad and sure enough Mufasa went right on it. Yeah!

What I'm wondering is do any of you use potty pads ONLY for your babies? I'm also thinking ahead to the winter time when I'm not really excited about standing in the freezing cold waiting on him to pee (it always takes him a while). So, do any of you just use pee pads and not take your babies outside?
