i'd say it's ok to take her anywhere that there is no food. If you are unsure.. just put her in her purse and she won't be noticed (we take Layla lots of places when we travel and put her in her purse... no one has a clue). I know a lot of shopping malls allow dogs in strollers as well as department store. Layla has been many times.
