It could also be a soft trachea. Rub each side of her throat a little, adding just a very slight pressure and see if she coughs. My Zada has a soft trachea and cannot wear collars or harnesses that come up close to the throat. If it's kennel cough then it will have to run it's course, but you can use steam to help her breath better if she gets worse.
