im sorry, but what she's doing to him is far worse than him wandering the neighborhood. the heat right now will probably kill that puppy. if i were you, and if she just keeps him in a crate in the backyard (in the heat) i would just go back there and get the dog out. then i would contact the owner or whoever is on that tag.
either way, i couldnt sit back and let that dog suffer in her hands.
