His dark color may be an indication of his coat type and it may never change to the blue color given his age. If he is a soft coated yorkie, they will mat easier and it's probably best to keep him in a puppy cut. Makes grooming much easier. Also, yorkies don't shed really, but can lose a few hairs with grooming.
My eyes are bad, so I couldn't tell much from the pictures, except he is adorable as is the little girl in the pic.
