That's awfully small for a Shih Tzu, I'm thinking something might be wrong with it. The puppy in the picture doesn't look healthy to me. Sometimes dogs are small because they are not well. The eyes just don't look right, and at 10 months she should be a picture of health. If that's the best picture they can produce of her, there is no way I would be interested.
