That very same thing happened to me when I got my Yorkie. He will most likely grow out of that, my little Lola was very stubborn at first but after about 9-10 months of having her she eventually livened up and was always wagging her tail and acting happy. She is still skeptical about strangers petting her head but she has no problem with her owners anymore.
