My little Elvis, 8 months old, does not wag his tail even when I use baby talk to him, he just stands there and stares at me...what's up with that?!

Then, he does not like for his head to be petted. He's ok with me reaching under his chin and petting him that way, but dodges my hand when I come "over head" to pet him...what's up with that too?

Now if I've been gone for a few hours and come back, he's going bonkers wagging his tail and excited to see me. It's just when I want to baby talk him and get a response out of him, I don't get anything but staring.
