You need to be consistent with her and also realize that even though she is small that doesn't mean to cut her any breaks. I own a 3lb dog and rain or shine like any sized dog she goes outside. I know they are smaller..that just means you put a sweater on them or a rain coat. That is what I do. Also if you want her to go outside only then the paper has to go.
