As far I know know if the farmers market is a "certified farmers market" then dogs are not allowed for health reasons. As far as fairs they usually say no dogs but I think if you have them in a stroller or a bag you are fine. I take Teddi to the mall all the time and have never had any problems...we actually have people in a few stores that ask us to make sure to stop in whenever we are at the mall so we kind of have a circuit!
