Rabies shots are usually administered at 16 weeks. Under this age puppies are allowed to fly on airlines. On the paperwork the vet simply states the puppy wasn't age appropriate for the shot. Reese flew at 15 weeks...no rabies shot.
To the OP...I'm sorry about your puppy and there have been numerous bad reviews on line about that breeder.
