Yorkies are a bit hard to train. If he seems to rather go outside then maybe stick with that. Not all dogs like the pads when they like to go outside. I don't do the pads I train for outside. So sometimes I have to go out in monster rain storms because Zoey won't go on that pee pad I put for her to spare her the rain storm.
