Oh, I'm sorry you had such a bad experience. This happens to a lot of people because puppies often mat worse than older dogs. As the hair grows its important to follow up brushing with a comb close to the skin to make sure all tangles are out. Have you looked at you local Target or Walmart for clothes; they have some really great prices. I think a little t-shirt might be good because they do get cold easily, and both stores carry xxtra-small. Hair won't change in color or texture; just because it's shaved, it will look different because the root color is often different than the tip of the hair. If she's prone to matting you might want to get some Cowboy Magic Detangler, it really helps with taking out mats. Some people have found after getting their puppies shaved they liked the look, so try and keep an open mind, and I'm sure she still looks adorable.
