I've never heard of it before, but that doesn't mean anything even after a lifetime of having tiny and small doggies. It could just be clogged.
If it were me, I would inquire where the closest eye specialist is from where you reside. I would do this before allowing a regular vet to do this kind of surgery when it could possibly be something else entirely. Let us know how it goes.
