While sometimes they are the same vaccine, I'm sure most vets still go along with it and if they want to give a three year, they give a three year and if they want your dog to get it every year, they give a one year. So even though they are the same, the vet has covered themselves. Defensor I and Defensor III are supposed the same vaccine but just labeled differently to comply with different states' laws.
