Hmmm, I don't know...I think the small may be TOO small for your 2 babies
With 2, I personally wouldn't go with anything smaller than the Medium, as you don't want them to be uncomfortable. It does say that the size small holds a dog weighing up to 18 lbs, but I personally wouldn't get a small one for more than one baby
Sorry, I hate to be the bearer of bad news, but of course if you want to try it, you always could and then maybe send it back if it doesn't work? As long as you DON'T have it monogrammed, I don't see why you couldn't just send it back....of course, you'd have to pay the shipping
