Chlorine bleach is still one of the safest and most effective disinfectants around; the only thing it leaves behind is a teeniest amount of salt. The only thing safer is sunlight. Your water is probably treated with chlorine as well as swimming pools. Chlorine bleach isn't good for removing urine or feces proteins, only killing bacteria. For removing all the proteins that cause a dog to return to a spot and pee again, you have to use an enzyme cleaner such as Natures Miracle. The enzyme cleaner actually has an ingredient that "eats" the protein. Since there might be residue from a child that a dog might smell this might be a good idea after you bleach it. You don't need to use chlorine bleach full strength either; you mix it with water. I think I would be more worried about the dog catching something from another dog's stuff rather than something from a human's.
