Here is some info I found about it online:

They are even worse than the CKC, in some respects. They are all for the breeding of PETS and PET quality dogs. They ♥ pet stores, puppy mills, and BYB's. I wouldn't be surprised if it was started by a bunch of BYB's and puppy millers.
