Mine never ran around the house till they were totally house trained for months, then I kept a close eye on them for months more. Even now they don't have the house when I can't take them with us. Your baby has too much freedom, and chewing the wall sounds like boredom. Maybe you shouldn take him out for wagon rides or put a basket on the bike and take him for rides that way. They are not unlike little babies. They need to be kept busy, and handing a toy isn't the answer. Keep him in an expen and give him a 1" thick raw femur bone to exercise those baby teeth.
Take him outside every hour to potty and play.
