Ellie didn't even require an IV after her reaction.
I think this is ridiculous.
Monitoring temp and heart rate is okay but for four hours?
I'd bring him home and keep an eye on him.
Make sure his gums are pink.
If he starts vomiting watch him more closely.
If a reaction were to continue (collapsing, pale gums, swelling) go to a different vet immediately.
If he has been watched for more than 30 minutes, chances are VERY slim that anything serious is going to happen. Not that it can't, but I wouldn't be too concerned since it was just mucousy stool last time.

So Ellie's vet likes her to stay for about 30 minutes and we watch her closely at home for the next day or so.
